General
- Born on 10 October 1951 in Pakse, Champassak Province, Lao PDR.
- Married and has two sons.
Education
- In 1971, he received his baccalauréat (Série D: Sciences Expérimentales)
at Lycée de Vientiane,
Vientiane, Lao PDR.
- In 1975, after four years of studies at the Royal Institute of Law and
Administration in Vientiane, Lao PDR, he received his Bachelor of Arts Degree in Public
Administration (Section: Administration Publique).
- In 1975, He went to Paris, France to study at the International Institute for
Public Administration and received a diplôme (Section: Administrative) in 1976.
- In parallel, during the same year of 1975-1976, he also took the course of Doctorat
de Troisième cycle at the University of Paris I, Panthéon Sorbonne (DESUP: Droit
Public Interne).
Career Profile
- In 1977, he was recruited by the Ministry of Foreign Affairs, Vientiane, Lao PDR.
- In 1980, he was appointed Second Secretary to the Permanent Mission of the Lao
People's Democratic Republic to the United Nations, New York, USA.
- After two years of service, he was promoted to a rank of First Secretary to the said
Mission and served until 1984.
- From 1988 until 1990, he again served in the Lao Mission to the UN but
this time as Counsellor.
- In 1990, he was appointed as Deputy-Director General of the Department of International
Organisations, in the Ministry of Foreign Affairs, Vientiane, Lao PDR.
- From 1992-1993, he then served as Director General of the same Department in the
Ministry of Foreign Affairs.
- In 1993, he was appointed Ambassador Extraordinary and Plenipotentiary, Permanent
Representative of the Lao PDR to the United Nations in New York, USA.
- In 1994, the Ambassador served as Chairman of the Asian Group at the UN for the
month of February.
- In 1995, he also served as Vice-President of the 50th session of the United
Nations General Assembly.
- In 1996, at the 51st session of the UN General Assembly, he was elected Chairman
of the Special Political and Decolonisation Committee.
- In March 1999, he was elected for a two years term to yet another important post,
this time as Chairman of the Group of Land-Locked Developing Countries (New York Chapter).
- In January 2000, Ambassador Kittikhoun, as Chairman, presided over the 18th
Meeting of the States Parties to the International Convention on the Elimination of All
Forms of Racial Discrimination.
- In January 2001, at the First Regular Session of the UNICEF Executive Board,
Ambassador Kittikhoun was elected Vice-President of the Board for the year 2001.
- In March 2001, Ambassador Kittikhoun was reelected as Chairman of the Group of
Landlocked Developing Countries for a second term from 2001-2003 (New York Chapter).
- In March 2001, as Vice-Chairman of the Intergovernmental Preparatory Committee
(IPC) for the Third United Nations Conference on the Least Developed Countries, he was
nominated by the Chairman of the IPC to serve as Co-Chair of the Working Group in charge
of the elaboration of the Program of Action for the Least Developed Countries for the
decade 2001-2010.
- On May 29, 2001, he was elected President of the 12th Session of the High Level
Committee on Technical Cooperation among Developing Countries (TCDC).
- In August 2001, Ambassador KITTIKHOUN served as Chairman of the drafting
committee (open-ended) in charge of formulating the Conclusions and Recommendations
of the Fifth Meeting of Governmental Experts from Landlocked Developing Countries and
Transit Developing Countries and Representatives of Donor Countries and Financial and
Development Institutions.
- Throughout his diplomatic career, the Ambassador has attended since 1980, 20 regular
sessions of the United Nations General Assembly. Ambassador Kittikhoun participated in
many important international Conferences such as the World Summit on Children, the Earth
Summit, the Social Summit, the 7th, 8th, 9th,10th,11th and 12th Summit of the Non-Aligned
Movement... and took part in numerous workshops, symposiums and seminars on economic,
social and political issues.
